Introduction 

People in Need (PIN) is a non-governmental, non-profit, international organization founded in the Czech Republic in 1992. PIN arrived in Nepal as part of a humanitarian response to the April 25, 2015 earthquake. Since its inception in Nepal, PIN has had a strong role advocating and addressing the needs of marginalized populations. This includes people who live in geographically remote areas of Nepal, people who are from historically marginalized ethnic groups, and those marginalized because of their age and/or gender identity (women and girls). PIN has also supported Nepal's post-earthquake reconstruction efforts ensuring that the most vulnerable people are not left behind with resilience (focused on shelter and resettlement) and inclusive education programming. PIN-Nepal is strongly committed for safeguarding of children and vulnerable adults, including persons with disabilities, in line with its safeguarding framework and child protection policy. 

 Pratibaddha III is 2 years project (2024 – 2026) which builds on the successes of EU-funded projects "Pratibaddha 1: Risk-Informed Landslide Management in Nepal’s Hill Areas" and "Pratibaddha 2: Together for Disaster Preparedness and Early Action in Landslide Affected Hill Areas of Nepal".  It focuses on Nepal's Lumbini, Karnali, and Sudhurpaschim provinces, targeting areas recently impacted by earthquakes (EQ), predicted EQ impacts, and susceptible to landslide risks. The proposed action aims to strengthen at-risk communities', local and provincial governments' leadership and joint risk ownership in disaster mitigation, preparedness, and early action using a whole-of-society approach. Incorporating Gender Equality, Diversity, and Social Inclusion (GEDSI) and environmental considerations aligned with NEAT+, the action adopts a system strengthening approach aiming to build capacities of provincial governments (PG) and local governments (LG) to lead on developing a landslide disaster preparedness (DP) and early action (EA) framework, increasing the scope for its replication in non-targeted LGs in the case of future disasters. The action consists of three results: Result 1 (R1) reduces hazard exposure, Result 2 (R2) enhances multi-hazard EA for at-risk communities, LGs, and PGs, Result 3 and Result 3 acts as a crisis modifier (CM). With a total target of 183,169beneficiaries, the People in Need (PIN)-led consortium, comprising Community Self Reliance Centre (CSRC), Scott Wilson Nepal (SWN) and Save the Children (SC), will implement the action in DRR and early action. 

Scope of Work

Our Emergency and Anticipatory Action Coordinator will be responsible for coordinating the development, implementation, and evaluation of emergency preparedness/response, cash transfer and recovery programming and anticipatory action initiatives across PIN-Nepal's operational and programming portfolio. He/She will be responsible for managing the emergency response and associated programming ensuring effective and quality control whilst leading and managing key initiatives and ensuring quality programmatic outputs and outcomes.

EAAC will be responsible for supporting country offices, partners, and Alliance members for emergency preparedness, capacity mapping, monitoring of humanitarian crises, needs assessment, market assessment, response planning and emergency response, monitoring and reporting as well as engagement in humanitarian policy work at the sub-national level.

 Key responsibilities

• Support to Emergency and AA Lead to update/develop strategy, technical guidance/tools/plan and SOPs for PIN Strategic Pillar – 1: emergency preparedness and response
• Work Closely with Department of Meteorology and Local government and Provincial government officials for generating Impact based forecast bulletins.
• Based on the bulletins and forecast information, plan with project team for timely humanitarian action
• Coordinate at provincial level emergency responses and have full oversight of emergency response activities covering different areas and interventions incl. prioritization and validation of processes, developing detailed plans, and budgets
• Understanding of Nepal’s national disaster/Emergency management structure, systems, plans and priorities including sectoral emergency preparedness and response mechanisms
• Provide context analysis and development scenarios for prospective disasters, hazards, and risks of emergency response incl. early warnings and early actions
• Support the development of emergency preparedness plans, minimum preparedness actions, contingency planning and macro log-frames at PIN program areas
• Participate in the development of donor fund (Start, Alliance15) proposals, budgets, reporting and quality compliance related to both emergency response and recovery programming
• Ensure key learning is extracted from emergency response implementation, and incorporate them in emergency preparedness/response and broader staff development processes
• Coordination with EAAL to organize emergency assessments with a focus on core sectors: Shelter, education, Protection, Livelihood and Food Security
• Represent PIN in relevant flora at the provincial level (incl. Clusters/(T)WGs) relevant to emergency preparedness/response, acting as a focal point where relevant
• Coordinate with the EAAL and relevant units to ensure correct undertaking of Needs Assessments, Rapid Market Assessments, and Post Distribution Monitoring for cash and NFI emergency response and early recovery
• Ensure adherence and respect of humanitarian principles, protection mainstreaming, “do not harm”, and that all unconditional cash transfer programming is aligned with the Minimum Expenditure basket
• Define protocols and standard operating procedures for linking early warning to anticipatory action, including precise roles and responsibilities for risk monitoring and early action implementation
• Develop the operational and programmatic contingency plans that respond to different emergency scenarios identified in the CM and EPP
• Develop and maintain productive relationships with key individuals in UN, AIN, Alliance 2015, government authorities, local NGOs, CSN Members, civil society and communities

Mainstreaming and Quality Management  

• In collaboration with Project Manager and relevant colleagues oversees mainstreaming and strengthening of GEDSI, ECHO environmental considerations, safeguarding agendas within programme implementation;  
• Work closely with Pratibaddha MEAL coordinator and MEAL Manager to ensure that project-based learnings and monitoring/evaluation results are regularly used and reflected in PIN’s work;  
• Support the programme manager and work closely with Pillar 1 & 2 team to provide contextual and strategic direction for Country Programme’s strategic frameworks and plans.  
• Ensure and strengthen quality focus within the project, across all cross-cutting components;   

Professional experience 

• 3-5 years’ experience in disaster risk reduction or response with knowledge on Forecast based Action/Anticipatory Action including Shock Responsive Social Protection 
• Experience in designing and delivering of trainings for different stakeholders, government and non-government 
• Knowledge on Early Warning Systems (EWS) and Climate and Weather Forecast  
• Experience working on humanitarian response 

Education  

• A bachelor’s Degree in social science, emergency response, hydrology, meteorology, environment science or in a relevant field.
