POSITION:  Service Provision Officer

PROJECT:    Sustainable Equine Welfare through Improved Human Behaviour and Working Environment Project (SEWP)

Responsible to: SEWP Project Coordinator/AHTCS Executive Director

Location:      AHTCS field office Nepalgunj, Banke with frequent travel to project sites. (Working station may change as needed)

JOB PURPOSE:

Take lead on service provision theme under the guidance of senior AHTCS vets/SEWP Coordinator

MAIN DUTIES AND RESPONSIBILITIES:

1. Coordinate with the government line agencies and stakeholders in the project sites to include equine in their broader animal health and welfare program and plans (25%)
2. Identify gaps and prepare appropriate service provision approach and strategy for working equids (20%)
3. Support WFs/vet technicians on emergency health service to equines in the project sites (10%)
4. Conduct training for AHTCS vet technicians, Local Healthcare Providers, VAHW on equine welfare, health and management (20%)
5. Monitoring, supervision and guidance to the Welfare Facilitators for efficient service delivery (5%)
6. Reporting, planning and documentation of project activities (15%)
7. Consultation with AHTCS' Project Coordinator/Executive Director (PC/ED) and other concerned personnel (5%)
8. Other duties as assigned/directed by PC/ED

SPECIFIC TASKS UNDER MAIN DUTIES:

1. Coordinate with the government line agencies and stakeholders in the project sites to include equine in their broader animal health and welfare program and plans

• Building good rapport with the concerned agencies and stakeholders at ward, rural/urban municipality level, brick kiln owner/managers, local healthcare providers (government and private vets and para-vets, veterinary shop owners, VAHW, local healers etc.), line agencies, farriers, shoe makers feed seller, cart maker, saddle makers and hair clippers in the project command areas to achieve service provision outcomes
• Enhance knowledge and skill of local service providers for efficient service delivery and influence stakeholders for sustainable services that contribute to improve the wellbeing of equines
• Technical collaboration and advocacy with the government line agencies and local government representatives to prioritize equine services in their program and plans

2. Identify gaps and prepare appropriate service provision approach and strategy for working equids

• Identify the existing service (healthcare, farriery, harness, hair clipping etc) delivery system and service seeking behavior of equid owners, identify gaps and prepare an appropriate service delivery approach for working equines
• Attain welfare group/owner's meetings and discuss to identify the gaps in the health delivery system using appropriate PRA tools
• Frequent travel to the project areas, discuss with the beneficiaries and stakeholders and plan/recommend the appropriate working modality/activity of the overall service provision and advocacy for increasing network between service providers and beneficiaries

3. Support WFs/vet technicians on emergency health service to equines in the project sites

• Support AHTCS vet technician/WFs on efficient curative and preventive service delivery
• Provide emergency treatment services to needy equines in case of incidence of life threatening problems.
• Use science based knowledge and skill and proven medicines for the treatment of equine cases
• Maintain minimum stock level (MSL), minimum carrying level (MCL), first aid kit and adequate stock book
• Follow standard protocol while rendering the services

4. Conduct training for AHTCS vet technicians, Local Healthcare Providers, VAHW on equine welfare, health and management

• Identify the training needs, design education/awareness sessions, develop appropriate training materials and deliver the trainings to AHTCS vet technicians, local service providers as per the training guidelines of AHTCS

5. Monitoring, supervision and guidance to the Welfare Facilitators for efficient service delivery

• Supervise the day to day activities of Welfare Facilitators (WF) and ensure their efficient work in line with the project aim
• Guide WFs in effective community engagement and clinical service delivery
• Organize training/orientation/update on equine medicines to AHTCS vet technicians to enhance their capacity

6. Reporting, planning and documentation of project activities

• Prepare and submit monthly/quarterly/ yearly qualitative and quantitative reports to PC and ED
• Prepare and submit event reports within 15 days of execution
• Prepare training reports, take part in the various survey/research/study and support to prepare reports
• Develop stories, case studies and technical articles
• Record keeping of all field activities

7. Consultation with AHTCS' Project Coordinator/Executive Director (PC/ED) and other concerned personnel

• Timely consultation with the concerned people for planning, delivery and evaluation of the project activities
• Maintain good relationship with the internal team and external stakeholders to share experience and technical cooperation/collaboration
• Interaction with AHTCS technical team and the specialist of Brooke UK through PC/ED if technical support is required

8. Other duties as assigned by Project Coordinator/Executive Director

REQUIRED KNOWLEDGE, ABILITIES AND ATTITUDES:

1. Qualification and experience:

• Bachelor's degree in Veterinary Science or Doctor of Veterinary Medicine.
• Preferably 2 years' experience in field of veterinary practice, preferably development sectors
• Must have valid Veterinary practice license from NVC.
• Have two wheeler driving license and driving experience would be essential
