    Vacancy Notice

    Kalika Self-reliance Social Center (KSSC), a non-profit organization based in Kapilvastu district, Lumbini province, is set to implement the project "Strengthening Local Government Capacity to Develop School Education Sector Plans and Budgets to bring about quality learning in Lumbini Province." in partnership with the European Union and UNICEF. This project will be carried out in 27 municipalities across Kapilvastu, Rupandehi, Dang, Banke, Bardiya, Rolpa, and Rukum East in Lumbini Province, Nepal.     A. Position Title: School Education Sectoral Plan (SESP) Technical Officer

    Required Nos.: 4 (Banke & Bardiya -1, Rolpa -1, Rukkum East -1 and Kapilvastu, Dang & Rupandehi-1)

    Location: 27 municipalities across Kapilvastu, Rupandehi, Dang, Banke, Bardiya, Rolpa, and Rukum East, Lumbini Province, Nepal

    Purpose

    The position supports KSSC as a local partner under the broader joint program to ensure adequate capacity at all levels in the Nepal education sector to implement the School Education Sector Plan. This program is implemented through a government-led partnership between UNICEF and the EU and Finland that embodies the spirit and added value of strong partnership and a coherent approach, providing a strategic response to the multiple challenges in the education system. Specifically, the partnership envisions to empower local governments to contextualize and adapt the SESP into their local education sector plans and budgets.

    The localization of the SESP will create tangible plans and strategies, to translate policy in to practice at the local level for all children in Nepal to attend free, inclusive- and qualitative education and thereby assuring quality learning outcomes. A key role of the SESP technical officer is to provide technical assistance in enhancing the capacity of targeted local governments to formulate/update, allocate budgets, and implement the SESP, while supporting selected local governments to model quality education in schools under the partnership.

    Key Responsibilities

    Technical Support

    • Provide technical and administrative support to local governments in developing school education sector plans and budgets.
    • Offer technical and administrative support for capacity-building initiatives aimed at local officials and stakeholders involved in SESP formulation and budget allocation. 
    • Design and conduct training programs for local government officials, educators, and other stakeholders on best practices in education planning and budgeting.
    • Continue advocacy and lobbying with local governments in the allocation of budgets in line with local government's SESP priorities.

    Data Collection and Analysis

    • Assist local authorities in collecting, analyzing, and interpreting education-related data from the EMIS to inform evidence-based education sector planning. .
    • Develop and maintain databases to track educational outcomes and project progress.

    Project Implementation:

    • Lead the implementation of project activities as outlined in the project plan, and contribute to meeting the goals and objectives of the broader program and partnership.
    • Provide technical input into the development of educational programs and initiatives within the project framework.
    • Ensure the implementation of project activities complies with the principles on gender empowerment and greening of events.

    Monitoring & Evaluation:

    • Assist in the development and implementation of monitoring and evaluation systems to assess the effectiveness and impact of the project.
    • Conduct regular field visits to monitor project activities and provide technical support as needed.
    • Ensure the monitoring of project activities complies with the principles on gender empowerment and greening of events.

    Reporting & Documentation

    • Prepare technical reports, case studies, and documentation of best practices and lessons learned from the project.
    • Ensure that all project documentation is accurate, up-to-date, and available for stakeholders.
    • Ensure the reporting and documentation of project activities complies with the Communication and visibility guidelines and principles on gender empowerment and greening of events.

    Coordination and Collaboration

    • Establish strong collaborative relationships with elected representatives of local government, officials, development partners, EU partners, and other stakeholders to foster synergy in local-level education planning and budgeting.
    • Work closely with local government officials, school management committees, community groups, and other stakeholders to ensure coordinated education planning and development efforts.
    • Support the coordination with other UNICEF partners and experts that will be mobilized to provide technical input to the programs and trainings organized/facilitated by KSSC.
    • Serve as the primary focal point for targeted local levels in coordination, representations and leading meetings, workshops, and seminars related to the SESP.
    • Communicate and demonstrate the principles on gender empowerment and greening of events in the interaction, coordination and collaboration with partners and stakeholders.

    Qualifications:

    • A master's degree or bachelor's degree in education, development studies, or a related field.
    • At least 3-5 years of experience in a technical role within the education sectors or in development projects and working with government in the federal context, preferably with NGOs/INGOs.
    • Strong technical knowledge of education sector planning, budgeting, and policy development.
    • Proficient in data collection, analysis, and reporting.
    • Excellent communication and training skills.
    • Proficiency in English and Nepali, including the ability to type in Nepali, is required; knowledge of local languages is an asset.

    B. Position Title: Recovery & Accelerated Learning Supervisor (ReAL)

    Location: Suddhodhan & Shivraj Municipality of Kapilvastu district

    Key Responsibilities:

    Program implementation and delivery results

    • Provide the technical and administrative support in implementing the Recovery and Accelerated Learning (ReAL) project activities envisioned in the program aligned with the government's ReAL Plan 2023-2028 across the assigned municipalities.
    • Develop an action plan for implementing school and local-level activities and ensure quality delivery.
    • Provide administrative support in teacher training, events, and sharing workshops, 
    • Collect information about students and teachers, input data into the project database, and share it through appropriate reporting channels with supporting evidence. 
    • Align project-supported ReAL activities with the government's planned activities at the respective local level.

    Stakeholder Engagement and Coordination

    • Collaborate with local government officials, school administrators, teachers, parents, to promote and support initiatives, recovery, and accelerated learning activities with in schools and communities 
    • Collaborate with the LG education section, Headteacher, and SMC to facilitate the implementation of teacher training and additional learning support for targeted students in grades 3 to 5. Facilitate community engagement activities to raise awareness Establish regular communication with the school administration, local government, and KSSC management following the communication protocol.

    Monitoring, Reporting & Documentation:

    • Conduct regular visits to targeted schools to monitor the implementation of inclusive education activities and discuss with teachers for further improvement.
    • Supports in the program related assessments and studies (Baseline survey and baseline, midline, and end-line assessments as needed).
    • Prepare monthly and quarterly events, trips, and progress reports and submit them to the supervisor.
    • Document best practices, lessons learned, and case studies to to showcase the program's impacts on students and schools.
    • Carry out other work as assigned by the Supervisor.

    Quality Assurance & Problem-Solving:

    • Ensure that all ReAL activities meet high standards of quality and are aligned with
    • Address any issues or challenges that arise during program implementation, and communicate effectively with supervisors if they remain unresolved Work with the project team and local stakeholders to develop and implement solutions.

    • A Bachelor’s degree in Education, Development Studies, Social Sciences, or a related field.
    • At least 3-5 years of experience in supervising educational programs or similar projects, preferably within NGOs.
    • Strong knowledge of educational practices, particularly in reading and literacy, including recovery and accelerated learning approaches.
    • Skills in engaging with schools and SMCs at the local level to support educational initiatives, mobilize resources, and foster partnerships.
    • Excellent interpersonal, organizational, communication, and leadership skills.
    • Proficiency in English and Nepali, including the ability to type in Nepali, is required; knowledge of local languages is an asset.

    C. Position Title: Inclusive Education Supervisor

    Location: Maharajganj & Shivraj Municipality of Kapilvastu district & Marchawari municipality of Rupandehi district

    Key Responsibilities:

    Program implementation and delivery results

    • Strong knowledge on 14th to recent 15th plans and inclusive education policy (2017) which created both the disability right and inclusive education policy. These all have addressed the inclusive education in Nepalese practices.
    • Develop an action plan for implementing school and local-level activities and ensure quality delivery.
    • Provide administrative support in teacher training, events, and sharing workshops,
    • Collect information about students and teachers, input data into the project database, and share it through appropriate reporting channels with supporting evidence. Align project-supported Inclusive Education (IE) activities with the government's planned activities at the respective local level.

    Stakeholder Engagement and Coordination
