Job Description

Institute of Himalayan Risk Reduction (IHRR) together with CARE Nepal under the support of Start Network Nepal has developed an Anticipatory Action Tool for the monitoring of Heat and Cold Waves. In this regard, the team is working on the validation of the tool and would require human resources for this assignment. 

The overall purpose of this position is to provide technical support on the development and implementation of EWEA capacities and practices and linking the preparedness work with early warning system.  S/he will be particularly monitoring the data from different sources of data. S/he will be responsible to: collect lessons learned during the project implementation, closely collaborate with Programme Manager, experts and partners. Hence, the scope of this work is as follows:

• To monitor, analyze, and predict heat waves and

• To provide information on timely warnings and advisories to relevant authorities and communities.

• To contribute to research and development of the AA tool developed under the support of Start Fund Nepal, specifically focusing on heat waves and monsoons. 

There will be two resource persons involved for this assignment;

a) Meteorologist [Number = 1]

b) Intern [Number = 1]

We will be reviewing applications on a rolling-basis for this position.

Education and Experience:

Masters Degree in Hydrology/Meteorology/Environment Science/Engineering / Disaster Risk Reduction or any other discipline with >3 years of work experience in assessing forecasts, historical data, conducting percentile analysis, analyzing data, understanding climate change projections. 

Job duties and responsibilities of Meteorologist [1]

• Technical coordination of FbA development and implementation within the Department of Hydrology and Meteorology, Start Fund Nepal, IHRR and other relevant technical partners.
• Translating technical forecast information to simple risk information messages, preparedness and early actions that can be used and understood humanitarian actors and concerned state authorities
• Capacity building of stakeholders, municipalities, and other partners on FbA
• Analyze meteorological data related to heat waves and monsoon patterns.
• Support DHM on the monitoring of heat waves and monsoon.
• Work under the supervision of Hydrologist and Meteorologist
• Closely work with the technology development team in translating the project requirements into a technical document that is easily understandable for the technical team.
• Develop models for forecasting heat waves and monsoon onset, duration, and intensity.
• Prepare and disseminate reports, bulletins, and advisories regarding heat waves and monsoons.
• Conduct research to enhance understanding of heat wave and monsoon dynamics.
• Collaborate closely with the projects of IHRR, project team and project partners.
• Support the development of Early Action Protocols (EAPs)
• Support the design and implementation of both desktop and field-based simulation exercises
• Support and collaborate with technical experts in ensuring the actions are inclusive and end user friendly and reach the most vulnerable population of the community.
• Collaborate with stakeholders for information sharing.
• Support in development of Anticipatory Actions SoPs for municipalities.

Education and Experience:

Bachelor's Degree in Hydrology/Meteorology/Environment Science/Engineering / Disaster Risk Reduction or any other discipline with 0-2 years of work experience in assessing forecasts, historical data, conducting percentile analysis, analyzing data, understanding climate change projections. Masters running students can also apply.

• Assist meteorologists in data collection, analysis, and interpretation.
• Support in analyzing meteorological data related to heat waves and monsoon patterns.
• Support the development and testing of forecasting models.
• Help in the preparation of reports, presentations, and educational materials.
• Support DHM on the monitoring of heat waves and monsoon.
• Work under the supervision of Hydrologist and Meteorologist
• Participate in research activities related to heat waves and monsoons.
• Perform administrative tasks as required.
