CRS Nepal Invites applications from eligible and interested candidates for the following position:

Administrative and Finance officer (1 Position- Based in Jajarkot): 

You will coordinate the provision of responsive, effective, and efficient administrative and financial services in support of the Jajarkot Earthquake Response Project (JERP) mission to aid the earthquake-affected population. Ensuring stewardship of resources and high-quality service approach are integrated into administrative systems, policies, and procedures. Additionally, you will support the Finance department in managing accounting systems, policies, and procedures in compliance with CRS’ established standards, Generally Accepted Accounting Principles (GAAP), donors’ regulations, and legal requirements to ensure high-quality programs. As part of an experienced team, you will assist in coordinating daily financial activities and efficiently monitor, review, and report on partners’ financial management systems and practices.

Roles and Key Responsibilities:

• Help ensure administrative systems, processes, and policies are in line with agency standards and donor and local law regulations.
• Engage with relevant external stakeholders (government officials, landlords, service providers, etc.) on assigned administrative matters and help ensure required authorizations and documents are up to date. 
• Coordinate and report on activities and required resources to ensure cost efficient and quality service delivery from administrative support functions.
• Help ensure administrative systems, processes, and policies are in line with agency standards and donor and local law regulations.
• Coordinate the efficient use of CP assets and rented facilities.
• Ensure the timely handling and payment of all Office related expenses.
• Review, validate and file supporting documentation of financial transactions to ensure all required documents are accurate and complete.
• Help to ensure maintenance of all data required for processing financial transactions for assigned accounts in Insight financial accounting package.
• Record delegated financial transactions, following appropriate authorizations. Review various accounts to detect irregularities and review/analyze various accounts to solve financial challenges and provide creative solutions. 
• Help share information with staff on financial policies and procedural compliance issues.
• Monitor disbursement/receipt schedules, alert relevant staff of due payments/liquidations, and maintain appropriate communication with country office and field office, follow-up to facilitate timeliness of financial resource management.
• Prepare transactional documents in support of general operations processes and support coordination of transaction processing (e.g. payment requests, travel authorizations, travel advances, etc).
• Help evaluate subrecipient financial management processes in accordance with policy and help strengthen capacity of partner in financial accounting and transactions.
• Prepare delegated financial reports, as needed.
• Help share information with subrecipients and staff on financial accounting policies and procedural compliance issues.

Basic Qualifications and Experience

• Bachelor’s degree in accounting, Finance, Economics, Business Administration strongly preferred. Courses in accounting, or a qualification in accounting (CPA/ACCA or equivalent).
• Minimum of 3 years work experience in human resources, fleet, procurement, Finance, accounting, or administrative /finance officer level position with progressive responsibilities. Experience with an I/NGO preferred.
• Additional education may substitute for some experience.
• Staff management experience and abilities that are conducive to a learning environment a plus.

Preferred Qualifications:

• Familiarity the relevant public donors’ regulations a plus.
• Proficient in Excel and experience with Word and PowerPoint. Knowledge of Insight financial accounting package or similar financial reporting software a plus.
• Experience working with CRS/partners and having two-wheeler driving license will be a plus.
